Legislation that would prevent Missouri cities from banning the job of working animals passed out of the state Senate Agriculture Committee Wednesday. The committee held a hearing this week on the bill sponsored by Wentzville State Representative Bryan Spencer, who says agriculture is Missouri’s top industry.
“The problem is is we have animal rights groups that are taking over bureaucracies and local governments,” said Representative Spencer.
Joel Clinger, who operates Big Joel’s Safari petting zoo in eastern Missouri, testified in favor of the bill, saying it’s hard to keep track of all the local government regulations.
