The EPA will announce details today of a much-anticipated plan to address small refinery waivers.
The agency has scheduled at conference call with reporters
at 9:30 Central time.
According to officials who were briefed on the plan last night,
it does address the concerns of renewable fuels advocates by reallocating gallons
of ethanol and biodiesel lost to the refinery waivers. However, the proposal will have to go through
a rule-making process before it is official.
