Several U.S. government agencies including the USDA and EPA might shut down non-essential operations later this week.
Congress is expected to take up an appropriations bill to fund government functions, but President Trump has threatened to veto it unless it has funding for the Mexico border wall.
A similar shutdown happened in 2013, where non-essential employees were placed on emergency furlough. State FSA offices, for example, had to cancel many appointments and delay statistical work and program payments to farmers.
