The leader of the Soybean Transportation Coalition is pleased the House passed the Water Resources Development Act or WRDA. Mike Steenhoek says having the WRDA bills back on a two-year cycle helps keep infrastructure issues on the minds of lawmakers. Steenhoek tells Brownfield he’s also glad the bill calls for reviewing how the money for projects is appropriated. “We recently did some research that highlighted that because funding by Congress is so incremental and unreliable, and unpredictable, you can have major cost escalations and project delays for these lock and dam projects.”
He says in the past, the appropriations process has led to cost overruns and fewer projects getting done.
