Director of South Dakota Legislative Research Council Resigns, Interim Replacement Appointed

Reed Holwegner, the director of the Legislative Research Council (LRC) responsible for legal and fiscal research in South Dakota’s legislative policies, resigned during an Executive Board meeting.

The 15-member board, consisting of senators and representatives, held an executive session to discuss the resignation and unanimously accepted it. John McCullough, the chief research and legal analyst, was unanimously appointed as the interim director of the LRC.

The LRC provides research and assistance in drafting bills and amendments for the state’s lawmakers.

The reasons for Holwegner’s resignation remain unclear, and details of the executive session were not disclosed due to employee issue confidentiality.

Holwegner had served as the LRC director since 2020 and had prior legislative and policy analysis experience in Kansas and South Dakota.
