Police Officer Justified in Shooting Suspect During Foot Pursuit in Sioux Falls

A police officer’s shooting of a man during a Sioux Falls foot pursuit has been deemed justified by a state investigation.

The incident occurred on July 13 when the suspect, Sean Henry David Kilbourn, stole a handgun and threatened a homeowner before fleeing.

After a foot chase, Kilbourn was found pointing a gun at the officer, leading to the officer’s use of force. Kilbourn was injured but not fatally.

Drug test results revealed methamphetamine and fentanyl in his system.

The Attorney General’s office confirmed the officer’s actions as justified.
