Patrick Thomas Gross, 58, from Brandon, was arrested and charged with misdemeanors for tampering with a motor vehicle and trespassing with intent to eavesdrop after being caught placing a GPS tracker under a vehicle.
The incident, which occurred near Robert Frost Elementary School, was reported by a witness who saw Gross under the vehicle.
Gross claimed to be working with a private investigator, but this has not been verified.
Sioux Falls Police spokesperson Sam Clemens stated that incidents like this are rare and advised individuals to contact the police if they encounter similar suspicious activities.
