MITCHELL, S.D. – The Federal Emergency Management Agency has approved a proposal to acquire and demolish two residential properties in Mitchell’s floodplain and convert the sites to green space.
The properties are at 504 West Ash Avenue and 512/514 West Ash Avenue. FEMA says the homes are located in a regulatory floodway and mapped wetlands.
The 1910 bungalow at 504 West Ash, along with its shed and detached garage, would be demolished. The 1954 bungalow at 512/514 West Ash and its detached garage also would be removed.
FEMA considered three alternatives: taking no action, constructing berms around the properties or elevating the homes. FEMA determined those options were either ineffective or not feasible based on cost and long-term maintenance.
The agency says demolishing the homes and restoring the properties to green space is the only practicable alternative. FEMA also determined the project would not have significant adverse impacts on the floodplain or wetlands and would help preserve their natural benefits.
Hazardous materials will be removed and disposed of according to state regulations. Utilities will be disconnected, and demolition debris will be taken to the Mitchell Regional Landfill.
Members of the public may request additional information or maps of the project areas from FEMA’s Region Eight Environmental Officer. Requests must be received within 15 days of publication of the notice.
