51-year-old Robert Grandon from Pierre was arrested for trying to give marijuana to three teenagers at Griffin Park.
The man approached the teenagers with a smoking pipe and allegedly urged them to smoke it.
The police responded to the report and found Grandon in possession of marijuana and drug paraphernalia.
He was charged with distributing marijuana to a minor and contributing to the delinquency of a minor.
The teenagers were unharmed and did not inhale any smoke.
