A South Dakota property rights group rallied at the state capitol to initiate a referendum on SB 201, a bill allowing the Public Utilities Commission to override county setbacks on pipelines.
The bill also includes payments to counties and landowners for each foot of pipeline.
Opponents, led by state representative Tina Mulally, argue for local control and criticize the Legislature’s decision.
Organizers must collect over 17,000 signatures by June 25 to get the referendum on the ballot.
