To construct an alley or not to construct an alley, and who pays for it? That was the question that dominated discussion during Monday’s Mitchell City Council meeting.
The council hosted a public hearing regarding the potential construction of eight alleys. Residents and property owners received letters regarding possible action by the city. The council sought guidance and came up with confusing input with few in favor and many opposed.
The discussion left numerous questions regarding what kind of alley surface and who pays for what.
Ultimately, it takes a simple majority of property owners to move ahead with an alley construction plan with the costs to be determined. And while the council denied some proposals, they may be brought back for consideration in the future.
In other business the Council placed on first reading an amendment to the city code requiring all animals, specifically must be on leashes, plus awarded a bid for the Mitchell Regional Airport runway and taxiway project, approved an estimate for the Burr Water Tower demolition project and approved a TIF Proposal Feasibility review.
